AN ACT to provide forms of county government; to provide for county managers and county executives and to prescribe their powers and duties; to abolish certain departments, boards, commissions, and authorities; to provide for transfer of certain powers and functions; to prescribe powers of a board of county commissioners and elected officials; to provide organization of administrative functions; to transfer property; to retain ordinances and laws not inconsistent with this act; to provide methods for abolition of a unified form of county government; and to prescribe penalties and provide remedies.
The Michigan Manual is published biennially pursuant to §24.24 of the Michigan Compiled Laws by the Legislative Service Bureau under the direction of the Legislative Council.

Eligible Michigan voters who live overseas can register to vote by filling out the Federal Post Card Application (FPCA) or the Federal Write-In Absentee Ballot (FWAB). If voters submit another type of registration form, such as the State of Michigan Voter Registration Application, it will also be accepted and processed.

Deadline: Signed and completed FPCA must be received by a voter’s local clerk by 2 p.m. on the Saturday before Election Day. Options for returning an FPCA, including email, fax, or regular mail, are listed in the FPCA Michigan Guidance.

Call the clerk's office ahead of time to make sure your voting site is free of obstructions. If your site isn’t accessible, you will be directed to an alternative site that is. Hearing impaired residents with questions may contact the Department of State's Bureau of Elections by email at elections@michigan.gov.
The Bureau of Elections now has an Ombudsperson for Accessible Elections to respond to and assist individuals with disabilities attempting to vote. To speak with the Ombudsperson for Accessible Elections, call 517-335-2730 or email MDOS-ADAVoting@michigan.gov.
Check your registration status: Many Michigan residents are registered to vote when receiving a state ID or driver’s license. Student voters should always check their registration status before voting.

Register early and online: Students are strongly encouraged to register to vote early and online. For voter registration options and requirements, please visit Michigan.gov/VoterRegistration. To vote in the upcoming election, students can register to vote online up until 15 days before Election Day.

Register on Election Day: Within 14-days of an election, and on Election Day, student voters must register in person at their local clerk’s office and must present proof of residency.
Proof of residency is an official document that has a voter’s current name and address listed on it.

Choosing or updating a voter registration address: Students must decide whether they want to register to vote at their student address or at their permanent hometown address. This impacts which jurisdiction they will vote in.
Student voters should make sure their voter registration address is up to date before voting. Student voters are permitted to change their address again or restore it to their permanent home address whenever they choose.
Updating a voter registration address also updates a voter’s driver’s license or state ID address.
